The Italy DSU scholarship is one of the most underused opportunities in African student migration. It is not a merit scholarship - you do not need top grades or a competitive application. It is a needs-based welfare system that provides zero tuition, free housing, free meals and a cash stipend to students whose household income falls below a threshold. For African applicants from lower-income households, the threshold is often achievable.

This playbook covers how the ISEE calculation works for international students, what the benefit package covers, how to apply, and how it interacts with the Italian study visa.

DSU vs merit scholarships - why the distinction matters

Most scholarship searches focus on merit - grades, research proposals, language scores. The DSU system is different. It is Italy's regional student welfare system (Diritto allo Studio Universitario - Right to University Education). It exists to ensure that financial circumstances do not prevent qualified students from completing a degree.

The implication for African applicants: if you have been admitted to an Italian public university and your household income is below the ISEE threshold, you are eligible to apply. Your grades from secondary school or previous university do not determine your DSU award - your income does.

How the ISEE works for international students

ISEE stands for Indicatore della Situazione Economica Equivalente - Italy's standardised measure of household economic situation. It combines income and assets into a single figure, adjusted for household size.

For Italian students, ISEE is calculated from Italian tax records. For international students from outside the EU, the process is different.

What you need to document:

  • Your household's annual income in your home country for the previous tax year
  • Your household's assets - property, savings, vehicles
  • Household size - number of people in your family unit

How it is certified:
You obtain a declaration of your household's economic situation from the Italian consulate in your country. The consulate issues a document certifying your income and assets as declared. This document is then used by a CAF office in Italy to calculate your ISEE figure.

Alternatively, if you are already in Italy, you can go directly to a CAF office with your translated and legalised income documents.

The 2025-26 thresholds for DSU Toscana:

  • ISEE below EUR 26,306.25
  • ISPE (patrimony indicator) below EUR 52,083.33

These thresholds vary by regional DSU authority. Toscana is one of the more generous operators. Check the bando (call for applications) of the DSU authority at your university for the exact thresholds.

What the benefit package covers

The full DSU benefit package for eligible students includes:

Zero tuition. The university tassa universitaria (tuition fee) is waived entirely. Italian public university tuition ranges from EUR 0 to approximately EUR 3,000/year depending on the institution and your income - DSU recipients at the lowest ISEE bands pay nothing.

Free accommodation. DSU authorities operate student residences. Eligible students can apply for a place. Accommodation is allocated by ISEE score - the lowest scores get priority. Places are limited and not all eligible students receive accommodation.

Free meal vouchers. DSU authorities operate university canteens or issue meal vouchers. Eligible students receive a set number of meals per day at no cost.

Cash grant. The cash grant ranges from EUR 5,400 to EUR 7,000 per academic year depending on your ISEE score and the regional DSU authority. It is paid in two instalments - typically one at the start of the academic year and one at the start of the second semester.

The combined value of the full benefit package - tuition waiver, accommodation, meals and cash grant - is approximately EUR 15,000 to EUR 20,000 per academic year.

Regional DSU operators

Each Italian region has its own DSU authority. The authority at your university determines your benefit levels and application process. Major operators include:

  • DSU Toscana - covers universities in Florence, Pisa, Siena
  • ER.GO - covers universities in Bologna, Modena, Parma, Ferrara
  • DiSCo - covers universities in Rome (La Sapienza, Tor Vergata, Roma Tre)
  • EDISU Piemonte - covers universities in Turin
  • ARDISS - covers universities in Trieste and Udine

Each operator publishes an annual bando (call for applications) setting out the thresholds, benefit levels and deadlines for that academic year. Find your university's DSU operator and read the bando before applying.

Application timeline

The DSU application cycle runs alongside the academic year. Typical timeline:

  • July-August - bando published for the following academic year
  • August-September - application window opens; submit ISEE documentation
  • October - provisional award notifications
  • November-December - first cash grant instalment paid
  • February-March - second cash grant instalment paid

You must have your ISEE certification ready before the application window opens. Do not wait until you arrive in Italy to start the ISEE process - begin at the Italian consulate in your country as soon as you have your university admission.

How DSU interacts with the Italian study visa

The DSU scholarship is not a visa category. It is a financial support mechanism available to students who hold or are applying for an Italian study visa (visto per studio).

The standard Italian study visa requires proof of financial means - approximately EUR 6,167 per year in living funds. DSU recipients may be exempt from this requirement or may use their DSU award letter as evidence of financial support. Check with the Italian consulate in your country - practice varies.

The study visa application and the DSU application run in parallel. You apply for the visa using your university admission letter, then apply for DSU after arrival or during the application window.
