Standard work visas require an employer. Standard business visas require capital. For African tech founders who have a product and a team but not a salary offer or a large bank balance, both routes are blocked.
Accelerator programs with startup visa endorsement are a different entry point. The program validates your business rather than your savings. Several Asian and Nordic governments have built formal visa pathways around this model.
This guide covers the programs that are currently active, what they require, and what the visa pathway looks like for each.
Why accelerators beat standard routes for founders
A standard work visa requires a job offer from an employer in the destination country. A standard investor or business visa requires proof of capital - often EUR 50,000 or more. Neither fits the profile of an early-stage founder with a working product but limited liquid capital.
Accelerator-linked startup visas assess your business viability instead. The endorsing organisation - a government agency, a designated accelerator, or a regional authority - evaluates your product, team and market. If they endorse you, the visa follows.
The trade-off: you must be accepted into the program. Acceptance rates vary. But the barrier is your business quality, not your bank balance.
Tokyo - Tokyo Metropolitan Government startup support
Japan's national startup visa system allows municipalities to designate support organisations that can endorse foreign founders for a startup status of residence.
The Tokyo Startup Visa is a 6-month status of residence. To obtain it, you must be endorsed by a Tokyo Metropolitan Government-designated support organisation. The Tokyo Metropolitan Government maintains a list of designated organisations - these include accelerators, incubators, and business support centres operating in Tokyo.
What the 6 months covers: You are permitted to establish a business in Japan - register a company, open a bank account, hire staff, sign contracts. You cannot work as an employee for another company during this period.
Conversion to Business Manager visa: After 6 months, you can apply for a standard Business Manager status of residence (1-3 years, renewable) if your business meets either of these criteria:
- Capital of JPY 5,000,000 (approximately USD 33,000) in the registered company
- 2 full-time employees based in Japan
Grant funding: Some Tokyo accelerator programs provide grant funding that can count toward the JPY 5,000,000 capital requirement. Zero-equity programs do not take a stake in exchange for this funding.
PR vector: Business Manager status can be renewed indefinitely. After 5 years of continuous residence in Japan, you can apply for permanent residence.

Helsinki - Business Finland startup permit
Finland's startup permit is issued to founders of innovative, scalable startups. It is not a general entrepreneur visa - it is specifically for technology and innovation-driven businesses.
Endorsement requirement: Applications must be endorsed by Business Finland, the government agency responsible for innovation funding and internationalisation. Business Finland assesses whether your startup meets the criteria for an innovative, scalable business.
Some accelerators facilitate this: Certain Helsinki-based accelerators have relationships with Business Finland and can support the endorsement process for accepted founders. Acceptance into the accelerator does not automatically provide endorsement, but it strengthens the application.
Permit duration: The startup permit is issued for 2 years initially, renewable.
PR vector: After 4 years of continuous residence in Finland, you can apply for permanent residence.

Stockholm - Sweden startup visa
Sweden does not have a dedicated startup visa category. Foreign founders typically enter on a self-employment residence permit (tillstand for att starta foretag - permit to start a business).
Requirements: You must demonstrate that your business is viable and that you have sufficient funds to support yourself during the establishment period. The Swedish Migration Agency assesses business viability based on your business plan, market analysis and financial projections.
Accelerator support: Acceptance into a Swedish accelerator program - particularly programs affiliated with KTH, Chalmers or Stockholm School of Economics - strengthens the business viability assessment. Some accelerators provide letters of support for the permit application.
Permit duration: Initially 2 years, renewable.
PR vector: After 5 years of continuous residence in Sweden, you can apply for permanent residence.

Oslo - Norway self-employed residence permit
Norway's self-employed residence permit is available to founders who can demonstrate a viable business with a realistic income projection.
Requirements: You must show that your business will generate sufficient income to support yourself - the threshold is linked to the Norwegian minimum income level. You must also demonstrate relevant qualifications or experience for the business activity.
Accelerator support: Norway does not have a formal accelerator-linked visa endorsement system equivalent to Japan or Finland. However, acceptance into a Norwegian accelerator (such as StartupLab or Katapult) provides credibility for the business viability assessment.
Permit duration: Initially 2 years, renewable.
PR vector: After 3 years of continuous residence in Norway on a self-employed permit, you can apply for permanent residence.
