Norway is one of the most accessible high-income countries for Nigerian students because its public universities charge no tuition fees for any student regardless of nationality. The study permit requires proof of living funds. The skilled worker permit requires a job offer.
Study permit
Zero tuition: Norwegian public universities charge no tuition fees for non-EU/EEA students. This is a legal requirement, not a scholarship — it applies to all students at all public institutions.
Minimum funds: NOK 170,368 per academic year (NOK 15,488/month) for living expenses. For one-semester studies, the requirement is NOK 15,488 per month of study. These are 2026 figures from the Norwegian Directorate of Immigration (UDI).
Requirements: Full-time admission to an accredited Norwegian university or university college, proof of funds, valid passport.
Processing time: 1-3 months via the UDI online portal.
Path to PR: After 3 years of continuous legal residence on a study permit (combined with other qualifying residence), you may be eligible for permanent residence. The standard path is 3 years of skilled work after graduation.
